Timothy Dy, MD
Dr. Timothy C. Dy is an internist, adult clinical and interventional cardiologist practicing in Metro Manila, Philippines for 24 years. He graduated from the Faculty of Medicine and Surgery of the University of Santo Tomas, then pursued further training in the United States where he completed his Internal Medicine Residency, Clinical Cardiology Fellowship, Interventional Cardiology Fellowship, and Peripheral Vascular Interventional Fellowship.
Upon returning to the Philippines, Dr. Dy quickly put into practice the new technologies he learned while training, becoming an early adopter and leader in endovascular and structural heart interventions. He helped establish advanced procedures including Endovascular Aneurysm Repair (EVAR) and Thoracic Endovascular Aortic Repair (TEVAR), and was part of the team that introduced Transcatheter Aortic Valve Implantation (TAVI) at Chinese General Hospital and Medical Center in 2012. He subsequently helped advance other complex structural heart and endovascular procedures, including Transcatheter Edge-to-Edge Repair (TEER) with MitraClip and Left Atrial Appendage Occlusion (LAAO). Many physicians and teams performing these procedures in the Philippines have benefited from his teaching, mentorship, and proctoring.
As part of the administrative team at Chinese General Hospital & Medical Center, Dr. Dy pursued a Master’s in Business Administration in Health with the Ateneo Graduate School of Business. He has since guided the Heart Institute through the COVID-19 pandemic years and into profitability in 2024.
Now serving as Chief Medical Officer of Great Valley Medical Center, a 400-bed tertiary specialty hospital under construction, he will oversee its medical staff when it opens. He has promised that GVMC will emphasize person-centered care, creating a new experience for patients and healthcare professionals alike. In collaboration with the other members of iACT, he has already laid the foundation for Philippine healthcare transformation to become a reality.

Lyn Quintos-Alagheband, MD
Dr. Lyn Quintos-Alagheband is a pediatric critical care physician, educator, healthcare leader, and expert in Quality Improvement (QI) and Patient Safety (PS) science in the United States. She has over 20 years of experience in clinical leadership, QIPS, and health systems management. She has played a pivotal role in improving patient outcomes, operational efficiency, and performance excellence at NYU Langone Health. Her expertise includes the design, innovation, and execution of high-value process improvement initiatives and leadership of cross-functional teams. A highlight of her work includes pioneering the Key-card Change Program, an innovative Lean Six Sigma model for patient and family engagement in safety. She led the establishment of the Performance Improvement Science Academy at NYU Langone–Long Island, where, under her leadership as Director, the academy built interprofessional leadership capability at the macro- and mesosystem level for the organization.
As an educator, she has received numerous recognitions as Faculty Teacher and Mentor of the Year. She was a member of the founding team for the NYU Grossman Long Island School of Medicine, where she served as Director of Health Systems Science and Integrated Population Health until full accreditation. She led the founding curriculum team to publication of the manuscript describing the process of operationalizing the first standalone, accelerated medical school program in the United States in over 100 years.
Lyn has received local and federal grants for implementation science research, healthcare delivery systems reform, and QI workforce development. She has authored multiple publications in peer-reviewed journals in QI, patient safety, and medical education, and has spoken internationally on building QI leadership capability, engaging patients and families in patient safety, and using robust process improvement methodology. As a pediatrician and mother of two young adults, she takes great pride in nurturing the next generation of health leaders and change agents. She is passionate about transforming healthcare delivery and culture and believes that positive leadership and innovative strategies co-designed by providers and patients can drive meaningful change and a culture of continuous learning, improvement, and high reliability in healthcare.
